One of the important things to remember about Torah is its role structure - different from every other nation in the world.
The only place to set up this structure is in the land that Almighty has designated.
Torah Law consequences are meted for those in the land.
Almighty
Priests
Levites
Tribal Elders
Common people - Bloodline
Common people - Stranger who resides
It could be further broken down to include the household - servants, slaves, etc. but that is irrelevant to the point I am making.
If you are not a priest, then your taking upon and interpreting of Torah is akin to rebellion, if you are in the land.
If you are not a Levite, then your access to the Tent of Meeting is not available, except to provide the materials and to build the structures, and make the clothing articles.
If you are not an elder, then your position is to listen to the delivery of Almighty's structure, coming directly from Almighty to the priests and shared with the elders for delivery to the Common People.
If you are part of the common people, be it bloodline or stranger who resides, your role is to follow the instructions as they are given to you, and to provide the offerings, tithes, and Tent of Meeting materials, and priestly clothing materials.
It's really quite simple.
Outside of the land, the consequences are not meted out - but in the land, the consequences are dire - do or leave.
